This research is included in the type of descriptive qualitative research with various sources reference. The population in this study are several districts/cities in Indonesia that can taken with the number of samples by simple random sampling of 20 districts/cities covers the provinces of North Sumatra, West Sumatra, West Java, Central Java and Banten. This study uses secondary data obtained from the Central Bureau of Statistics in Indonesian Telecommunications sector, and also the Ministry of Industry of the Republic of Indonesia.
